Construction (Design and Management) Regulations 1994
The introduction of the above Regulations in 1994 placed considerable duties upon the members of the construction team under government legislation. Specific duties were placed upon the client or their agents to ensure that essential tasks were carried out in respect of the construction of new, or refurbishment of existing buildings.
Those organisations affected by the Regulations would be:
- Developers
- Clients
- Managing agents
- Building owners
- Tenants who commission construction works
It is most important that any organisation that instructs a contractor or a designer, in respect of new works, fully understands their respective duties under the regulations and carries out those duties in a thorough and auditable fashion.
A new team member was created under the regulations, the Planning Supervisor, whose task it is to co-ordinate the safety processes. We have been carrying out the responsibilities of the planning supervisor since the implementation of the regulations in 1995, and during that time have accumulated a great deal of experience in fulfilling those duties.
The general perception of the regulations is that they represent yet another cost to the already expensive construction process. We are committed to providing added value for their clients in the undertaking the planning supervisor's duties.
We are a member of the Association of Planning Supervisors and can demonstrate that they have the resources and competence to undertake the duties as laid down, in compliance with the criteria described under the Regulations.
